You'd be forgiven for thinking that Transfer-Encoding: gzip is a thing. It's not.

Do you happen to have a link or can describe the difference between Transfer-Encoding and Content-Encoding? Sounds almost like "here is a page of content...it is encoded using gzip. However, our HTTP headers aren't gzipped" ?

The former reliably supports only "chunked"; the latter usually supports gzip, deflate, and brotli. Everything else is arcana that confuses people.
