I know what the plan is. I asked more in frustration than anything else. Also because hiring incompetent people doesn't work in the end and will end this presidency faster than it should, as a result of scandal and inadequacy.

I only read the summary of his book but if each district was maximally packed elections would be fairer than gerrymandered districts because each rep would have a more like-minded constituency to represent. Status quo means a lot of D voters effectively have zero representation.

Of course you could solve that problem with less room to politicize by getting rid of single-rep districts, requiring non-partisan redistricting, etc. Is this guy a useful idiot or using a smoke-screen for naked partisan disenfranchisement?
