.@OfficeGovEthics website outage due to too much traffic, not malicious activity, site admin tells me.
OGE admin: "We're just overwhelmed with traffic right now." In 2016 they had 300k page requests. In first 40 days of this year, *5 million*.

I asked if OGE planned to buy more servers. Was basically told no. “Our budget’s almost nonexistent.”

Site admin: “We’re trying to come up with ways that we can offload some of the traffic.”

This AM they sent a note to agency ethics officials with links to OGE-hosted training videos. The videos are obviously huge files.

OGE trying to offload training videos onto Dropbox-like service to reduce strain. Around 100k ppl have (& may be clicking) the video links.
