      The severe outcome distinction is relevant only for the *personal* question of whether to get vaxxed. Raw case numbers are relevant for the vaccine mandate question...b/c mandate proponents argue vaxxed people are less likely to get infected and therefore less likely to spread.

          We already have numerous studies that show that reduction, particularly symptomatic Delta has a R0 of between and 5-8, and in a high vaxed ares with limited restrictions and high testing volume you’re going to find a lot of clinical infections with zero to minimal symptoms

          There is also the secondary effect that large numbers of severe cases has on health resources and non-COVID patients. So, there is still a public health rationale for a mandate, even if vaccination did nothing to stop transmission. I mean tetanus isn't even contagious!

          Important to distinguish between virus *entry* and virus *exit*. Covid vaccination doesnt prevent entry. But it does blunt virus amplification after entry and reduces shedding duration (exit) = less likely to spread to others. So vaccination is not simply a personal question.
