Exactly. I think the US was facing a tough time rebuilding credibility in the region after all of Trump's insulting antics towards Africa & I don't think this new effort will do much to persuade a lot of people that Washington's motives in Africa are aligned with their interests.

Not at all. Obama's Africa policy was largely weak, not creative and largely just a continuation of the status quo U.S. foreign policy in Africa. He did not spend much time thinking about this part of the world.

Yup exactly. There are good elements to the strategy but the administration's obsession with China came through strongly. It feels like Africa is just a pawn in a broader anti-China strategy.
