I think scalability impedes a lot of things, not just perturbation. Consider the challenges of adding computationally expensive features for a system with 100 users vs 100,000

for sure. I think a major aspect of scalability is _reducing_ any optionality you might have in a system in order to achieve performance/scale goals. feature perturbation feels most acute in this instance.
