Current calcs for tier 2 pricing for gas means I only need to HSPF of 4 to break even in costs. Considering there are ones rated at 10. Then, there's the fact that natgas should be moved away from, as there still isn't a renewable source of natgas.

Though with the efficiency of Nat gas electricity generation (currently usually sub 38%, https://www.brighthubengineering.com/power-plants/72369-compare-the-efficiency-of-different-power-plants/ … ), and in California where about half of electricity is Nat gas generated, net benefit isn't great. My furnace is already a HE, around 92-94% per label.
