Mark Penn tells us Downer's info didn't go directly from Downer (or Australia's IC) to the FBI, but rather from Downer to sm1 at the Clinton Fndn who then "relayed [it] to the State Department, which then called the FBI to complete the loop."

1) Mark Penn's means of knowing this first hand is ...? 2) Given that we know Strzok interviewed Downer, does that change that Downer did tell the FBI?

That part of Mark Penn's story struck me because I've not seen a press report saying Downer's info went through State. And yet Penn didn't say, "While everyone thinks Downer reported this to the FBI, actually..."

IOW, seems Penn wanted to make the Clinton Foundation not just an element, but a facilitator – OK, but without some corroboration, there he sounded especially like a guy drinking at a bar & telling tales.
