WHat Chuck is asking for (but he doesn't understand this) is for FBI to have used far more aggressive techniques while Pap was officially tied to campaign.

It is easy to say in hindsight. But what SHOULD have happened is nothing. Comey should never have said anything about Hillary. THAT would have leveled the playing field.
