He knew about at the time and didn’t try to stop it at all. That’s bad. And he wouldn’t call it “torture”. But he also called it immoral and gave a far more straightforward answer about resigning if ordered to restart

The better comparison would be Brennan and Stellar Wind, which was bizarrely never an issue.
