I think the best explanation is that bc Ross' audience obsesses about the dossier, he inserted in a story to try to make Halper look like a central participant of a conspiracy via Dearlove. I will note Ross now disavows that in an update.

Then put in your update that I also think that your "best explanation" is incorrect too. Pretty clear that fleshing out all of the odd people that Papa interacted with back then. Mifsud, Downer, Millian, Halper. Some of those connections happen to end up leading to dossier.

You're not this stupid, Marcie. Why are you pretending to be? A: Papa spoke to Millian and others, and some of that ended up in the dossier. B: Halper, Downer spoke to Papa around the same time. Ross is not claiming that A>B. More likely B>A, or something less direct.
