In general it's a safe assumption to begin by suspecting Congress bc they almost never will be prosecuted for leaking. And while leaks have certainly come from Dems, here the leak aligns w/GOP plans.

I don't know. Chuck is right that Bartlett's byline suggests he called DOJ for comment. But every story everyone is linking abt him it's always that role--call for comment.
