This is a lot different than the data NSA queries against. The CIA data has already been collected legally and the 4th amendment protections have already been addressed. When NSA queries data, that IS the collection. CIA is searching against data that was previously collected.
Disagree for two reasons. 1) There's a difference between NSA targets and queries, right? 2) CIA gets raw data from liaison partners, as well, w/o prior 4A.
The key distinction here is that the queries are against “CIA information repositories”. This means the data being queried is information collected during CIA operations. This isn’t them querying against raw SIGINT databases.
