@emptywheel, but i'll give you my take. i don't think sipher ever bothered the actually analyze the dossier, and instead he's going with a virtually useless, unspecific gestalt of "this is broadly consistent with how russian intel works." -
So, less cynical, decent amount of ego, plus some laziness? IMO, that's less than ideal, but vastly preferable to conspiracy.

To be clear, I'm not making a pronouncement. I don't have nearly enough facts to. That's just a statement of opinion, and (clearly) based on emotion more than anything. I hope we don't need to be more cynical to effectively deal with this mess.
