That said, it's unclear which office interviewed these companies (I think one did). It may be that Mueller requested info (relevant to standard, & they're sucking in tons), realized it was fraud, referred it.

Possible. Except that Mueller DID interview Vekselberg. I also think Novartis' story doesn't hold up.
