Seems to me to understand the Columbus Nova story, you figure out what the other payments were allegedly for, to see if they hold up. That was clearly background to interviewing Vekselberg.

That said, it's unclear which office interviewed these companies (I think one did). It may be that Mueller requested info (relevant to standard, & they're sucking in tons), realized it was fraud, referred it.

Possible. Except that Mueller DID interview Vekselberg. I also think Novartis' story doesn't hold up.
