I really have a tough time gaming out the logic here. Is it just a "not invented here" bias? Is it Trump being insecure about anything that touches on the illegitimacy of his win? Does Bolton just want more resources focused on kinetic war? Do they hope to provoke a crisis?

(more) Do they want no one looking who cold responsibly caution agains this admin's own planed cyber attack? Do they want to work with a bad actor or state actor to further mess with a US system? Do they want to get in on the cyber blackmail game?

This is misleading. The NSA just built a new campus with "cyber command" and "NSA" all in one bldg. Opened last week. They are now looking at ways to bring everyone under one roof in a bureaucratic structure sense
