Public evidence, not to be confused with factual evidence Rosenstein used to appoint Mueller. Comey's firing was an excuse. The factual only pertained to Russia Collusion. Mueller has found nothing on Trump's alleged involvement. So all Rosenstein had was the Steele dossier.
There are a bunch of words in that tweet. Sadly, they're not connected by any logic.
