Yeah. Rudy is echoing his discussions with Trump (obviously too frankly) and serving as a human trial balloon. Rudy is incompetent at spin so we're just getting Barely-Different-Trump.

He's competent at spin, I think. It's just that the story is inconsistent. It's like how the various iterations of Flynn conspiracy theories contradict each other.
