I don't want to name names. People were scared. They believed there was a second wave. They knew we had captured some evil people who knew attack plans. CIA didn't volunteer for the program and wasn't trained for it. Nobody in the legislative or effective branch was pushing back.
Actually Bob Graham was pushing back already in 2002. When he retired and Pat Roberts became Chair the CIA gave him a bunch of reasons to drop the oversight, with which he agreed. And Jane Harman was denied confirmation of Bush's role in Finding for a year.
