Possible. Possible that the link to Putin was worth it, and they were more willing to do it on this case than the more substantive hack and leak one. But I do think they were surprised by this response.

EW, do you mean that a hypothetical hack and leak charge would require the government to reveal even more sensitive information? Or that it's more important to the case in chief? Or both, neither?

It will be more sensitive information bc proving the case will be harder, will rely more on SIGINT rather than forensics. The big question is whether there are any corporate defendants that might contest the indictment remotely, which is what happened here.
