Whereas adding several services -- WhatsApp, for example -- would result in a 300% increase.

Yup. And honestly, this mostly just means that their keeping up with the times, so, meh? WhatsApp specifically would be interesting, though.

Especially given Koum's resignation. Remember, however, that DOJ can get anything available via SS7 via 12333, and the've got more 12333 sharing now. So this is probably increasingly stuff they can't get except via providers.
