EV-DO is a data layer that was designed to be the evolution of CDMA but it's still 1st get 3G service and is awful. CDMA -> LTE is unbelievably hacky which is why VZ is sunsetting their CDMA network so aggressively. sprint with all their new t-mobile money will do the same.
