@emptywheel Having thought about the the 18 "Denied in Full" orders last night while drifting off to sleep, I wondered if any of them were submitted by Team Mueller. Idk, but politically sensitive targets might spook the FISC.

I think it highly likely that FISC tightened things up last year in response to the Pagepalooza. They don't like when people claim they're a rubber stamp or have been conned.

But it's also possible that as people grew to understand the RU operation more, the govt tried to target more people. How many of the known people, eg, might be legit targets, but w/o sufficient evidence yet?
