Agree with your concern about the "outright rejections". Not a number to take lightly. If even FISC won't buy it, gotta question what is being requested.
The overall change is remarkable. There must be some tech/legal explanation for the combined (and possibly 215) number. That said we HAVE seen jumps like this, just we don't have same scale so can't compare using these numbers.
