Actually I think Twitter figures so long as no one forces them to shut down bots they're ahead of the regulatory game.

Can Facebook really afford to pay? Isn't the fine something like 4% of gross revenue?

It's more like a GDPR fine for Facebook is not an existential threat for it.

That's probably true. But still it's a high cost.

That's why Facebook is working towards specific compliance and Twitter is working towards global compliance (I think).

Agree. As with surveillance (until very recently, which is interesting), those that have a business model independent of govt $$ will push back, those that don't will surveil at will.
