I honestly am MORE inclined to believe it's part of a unified NATO response to Skripal. Something about Skripal got attention that nothing before has. But I'm also curious whether Pelikan found a way around an otherwise required appeal.

I don't think Zeman did relent. It's just that Pelikan found a way to avoid the appeal and the rest of the government backed him, even tho Zeman had been gunning for his job.
