@emptywheel Can I ask why you think Mueller's reports will be to Congress? As best as I've been able to determine, Mueller's report goes to Rosenstein and remains confidential, then Rosenstein has the option of doing his own report of some kind to Congress.

It actually depends on 2 things: 1) What he reports (if he reports Trump should be but cannot be charged with obstruction, that goes to Judiciary Ranking, right). 2) I think Rosenstein has discretion to share and intends to. If he's replaced, all bets are off on other reports
