As long as Congresspersons more than anything else, are representative of their own selfish and uncharitable corporate interests conspiratorial corruption will remain not only legal but something to aspire to. Pinnacles of power can only be reached by the most corrupt among them.

At one level, indisputably true. But rhetoric and storytelling are very important. The Civil War may have been inevitable, but Uncle Tom's Cabin shoved America's nose into the stink of slavery and made it impossible for it to survive. Trump/Russia may have a similar effect.
