Did Mueller pass off this leg of the investigation right now, in order to stave off a last minute, pre-interview firing by Trump? Is Cohen the last guy available to flip, if Manafort hasn’t already?

It may be to do with charging Cohen under NY State law, not Federal law. That means that Trump can't intervene with a pardon.
