Only an idiot breathes a sigh of relief when told they’re a subject of a federal criminal investigation and not a “target.” And no court has ever recognized violations of DOJ policy manuals as a viable criminal defense.
Maybe Trump figures he just needs a bit more time to get safe? Or, more likely, he just drove off his last remotely competent defense attorney.
