Deputy Attorney General Rosenstein appointed Mueller as Special Counsel on May 17, 2017. It wasn't until 3 months later on August 2, 2017, that DAG Rosenstein sent this memo to SC Mueller on "Scope of investigation and definition of authority".

It's not the only such memo, I'd bet a fair amount of money, as I'll write in a bit. Significantly, it was written 6 days after Papadopoulos was arrested for lying, not his colluding.

I was seriously hoping/expecting you to jump in on the timing of the memo. I would think that SC Mueller initiated the request of DAG Rosenstein on the investigation scope. I look forward to your thoughts!

Eh. Remember that Mueller would have had visibility into the Comey to Fitz memos. So I'm not sure he would have had to at that time. But maybe.

The August 2, 2017 memo suggests to me, at a minimum, a clarification request on the part of SC Mueller as to scope. On the redacted portions, we can only surmise, but as he wrote, think DAG Rosenstein listed other "specific individuals". Carter Page surely, but who else?

Also I found interesting -- Comey's investigation wrt Manafort must have been rather far along for SC Mueller to have charged Manafort when he did on October 27, 2017. SC Mueller's charges on Manafort seem super speedy unless one realizes that Comey's team did most of the work.

The implication is that Comey basically had almost all the evidence he needed to nail Manafort's hide to the barn door when Trump fired Comey.
