Agreed. Also, no Mueller would not necessarily have already charged a conspiracy if he had one. He’s gonna gather his evidence first. This seems pretty elementary.

The FBI began investigating in July 2016. Mueller’s got nothing. Because there is no collusion.

Cogent argument, that. Don’t you think Mueller wants desperately to force someone to plead to collusion, ie campaign conspiracy, to establish Trump-Russia as a legal fact? Instead he’s forced to charge irrelevant or process crimes. Or clickbait farms. He’s got nada.
