Seems like if you were only interested in Academic journals and Westlaw you could get what you wanted by hacking 5 Harvard profs.
I'm guessing they were tasked with targeting universities, and got whatever they could, which included a lot of library access. Also, being able to spread among multiple accounts makes exfiltrating that many articles a lot easier without anyone noticing.
Also, the $3.4 billion number may be over ALL US universities targeted, not just the two in SDNY. If so, it's pretty easy to get there just from journal subscription fees, etc.
