Not sure what you're asking. If RR removes Mueller, he could replace him with another SC, or allow Wray to supervise the investigation under RR's own control.

My understanding (from Marty and others) is that Pruitt or another PAS acting AG would have power to fire Mueller. There is some dispute over whether he would (versus going down the succession line), but presumed OLC would say yes.
