What do you make of McCabe's contention that, whatever Horowitz's reputation, his report can't be viewed outside the context of Trump's campaign to have him fired?

There's no denying that Trump wanted McCabe fired, he was publicly demanding it. Also there's no denying the reason wasn't b/c McCabe leaked info that was damaging to Hillary Clinton. So more than one thing can be true here.

Can't get used that way unwittingly. If true, Horowitz, like Rosenstein, knew the desired outcome and delivered.

Here also more than one thing can be true; it depends more than on McCabe's conduct. i.e. how the inquiry into McCabe's leaking started & developed, whether Sessions/others influenced, whether it is typical of Horowitz's previous inquiries & reports, etc.
