He should be invested after 20yrs of service in FERS, which would pay out 20% of salary as pension. After that it’s a 1% bump per yr up to 25yrs and capped. So if this is just about the next 1% it’s really nothing.

I think the main reason is relating to being subjected to 'You're fired!' arrogance with a twist. 'You're jailed!' arrogance is more oppressive though. You be right.
