Control of the narrative.
I think she is saying that, because the Steele report is full of errors (as Steele admits - it is preliminary and unsubstantiated research), it distorts and clouds our understanding of the actual Russian info-op. This also hampered the Dem response in 2016.
I hope for more dialogue on this. I'm a reader both and very much respect the work of both. These are strange times.
