It's something I raised with the reporter who did that profile, but bc WaPo claims (publicly at least) that they never got the doc, she didn't include it. The govt subsequently confirmed that the second recipient is WaPo.

To be clear: they did not deny to me. I think they denied (or said they couldn't confirm) to Howley.
