We don't know what he actually said. He could've just been theorizing like all of us were. What would Mueller have charged him with?
To Downer? Sure we do. He said the Russians were going to help the campaign by anonymously leaking something, though didn't specify what that was.

Elsewhere (not in this convo) I've said FBI actually was fairly conservative abt how they proceeded in this case. https://www.emptywheel.net/2018/02/09/george-papadopoulos-call-records-were-not-subpoenaed-until-after-his-interviews/ … But my comments abt how this was charged have to do w/how you roll out cooperating witnesses to maximal effect.
