        There aren’t enough characters in a Tweet to identify &explain all of the grammar problems in the letter. My 10th grade English teacher would have torn up the letter &told me to try again.

        An adjective, (describing form), of duplicate - exactly the same as, or corresponding in all respects to something else - as used in your sentence another special council exactly like one preceding it?

        It's a bit of semantics issue. He wants to ensure that the institutions will be more respected in the future. Also, are to become more effective. Maybe link them causally? "A more respected [x] will become an even more effective [x]."

        I don’t think that’s necessary. I think it’s an adverbial clause after the comma, describing the “move forward”. Doesn’t need a verb.

        it's awkward but clear - "move forward" simply means "in the future" and the rest (effective, more respected) is how the agencies "will be" in the future
