i'll humbly submit that another reason for the early january reapplication may have been to ensure it went through prior to trump's inauguration, i.e. to have enough leeway for resubmission in case of an initial rejection from the court.

i guess whether the june reapplication / reauthorization was even earlier hinges on when the april reauth occurred, which we don't know. if that reauth happened very early in april, june 29 would be close to the regular 90 days after.
