Well, I'll let you wait for the rest of Mueller's work or for SSCI's review of the ICA for the Putin did this. But I'm not sure why you find it controversial to use Putin's repeatedly public statements as a gauge of his perceptions.

Because it is inappropriate to assert that X did Y "because of" Z unless one has evidence to that effect. Unless there is such evidence, the statement should be retracted.
