Illegal IRA activity: tweets and posts and ads supporting a specific candidate (rather than just havoc), wire fraud, and identity theft. Not indicted: The bulk of the FB activity, which happened before and after campaign, so did not advocate a specific candidate.
If everyone didn't have their heads up their collective arses on this point they might be saying, "hey, why is Mueller focusing so closely on those two NYC events, and all those FL ones"? Alas.
Does that mean the rest of the FB chaos-making is not bad? Nope. Gotta find a way to fix that (or better yet, get off FB). But that's not what Mueller indicted and it's not clear he could.

You're right. My experience was only with how administrative orders in pollution cases were prepared, but selection of what elements from investigation to include was deliberate, often painstaking.
