It's a good question, but I don't think the West can allow possible Putin reactions to guide our policy on this one.
Isn't the first end goal to prevent this from happening again? If so, how is more economic isolation (that it's not clear we can sustain, particularly as Trump refuses any global leadership role) going to do that?
