Other explanations are *less plausible* then the simplest one. Laying out only the less plausible, less damning ones is an exercise is rationalization or obfuscation.

in a way I hope it’s the less damning ones then because in theory they should be easier to prove. Collusion seems unlikely that there is an email that says, “help us and we will relieve sanctions”
