Meh, seems like a rather standard open cooperation plea
Well, anon lawyer is clearly promising 18 months so they would have had some agreement. So why wouldn't anything be in writing?

Probably a verbal agreement Govt won't seek more than 18 months if fully cooperates and may seek less. Also talking about that amount of time and leaving open may scare Manafort more.
