Manafort can afford a trial, Gates can't. They offer Gates hope in order ratchet up on Manafort and convince him the trial he can afford will be hopeless and worse for him.
It's not clear Manafort can afford a trial either.
We will find out.
Maybe the hope is that turning the screws on manafort will help them get him to flip on trump
My take: Gates’ value lies in making short work of Manafort (and piling on). So, he can get a bone thrown his way by Mueller - better than nothing, if your guilty.
