Here's why I say this: 1) Story is surely sourced to Gates' lawyer. Guy negotiated plea w/o getting any sentencing info agreed to? Why would Mueller do that? 2) Maybe they don't trust Gates is being totally honest yet. So Gates might get caught in a lie and...

As you know if and when there is a plea agreement and an expectation of a 5-K letter, the agreement will, if nothing else, have generic language about it as a possibility.
Though rare I've had these in agreements to give clients cover until the very last possible minute. Ultimately, as you know, it matter not as the 5-K can be filed at any time right up to sentence and a Rule 35 motion immediately thereafter.

I wonder if Gates' original lawyers asked to bail out because they knew he was hatching a plea deal that might be dishonest? Thus the mistrust from Mueller as you suggest...

If fighting is potentially going to bankrupt him, seems smarter to plead and get it over with.
I doubt Gates was completely kept out of the loop. Maybe he wants to lay out bread crumbs w/o directly implicating himself as complicit in colluding with Russia
Others have theorized that Gates flips on Manafort causing Manafort to cave and flip on the Trump family.
note also that Mueller has a bit of time on his side. No rush here, not like the statute of limitations is an issue.

I feel like that quote is spin and probably not true at all.
if Gates fully cooperates with Mueller re all he has on Manafort including testifying against him, does/could that translate to substantially more prison time for Manafort or negating the Trump pardon option? If so, it ups the chances of Manafort flipping.
Gates might not have it but Manafort does. Mueller is tightening the screws, and betting on the flip would be my guess.
