      1/ While I see the parallels, I'm not sure that's right. To be sure, the Manafort indictment charges a conspiracy against the U.S., but it's a much more garden-variety thing to allege failing to register and structuring transactions as part of such an effort.

      It's not doing the same thing there, that is, creating a means of charging disused election integrity crimes that wouldn't hold up themselves? With both being backed by related crimes?

      Plus in the Manafort case, it isn't just a pure bootstrap because they also charge the underlying crimes. Here, not so.

      Sure. But Downing seems pretty intent on claiming those won't hold up. Then you'd be left with the conspiracy. Otherwise very similar structure.
